feat(daemon): implement action routes and cookie management (Task 10)

- Add action endpoints: click/type/scroll/eval/wait/navigate
- Add cookie endpoints: GET/POST/DELETE /pages/:id/cookies
- Register actionRoutes in server.ts
- 23 integration tests with mock BrowserManager
